Oslo Economics has in cooperation with Terramar analysed the proposed public investment in Drammen freight terminal and related rail investments developed by the Norwegian government’s agency for railway services, Jernbaneverket (JBV). The assignment is on behalf of The Ministry of Finance and The Ministry of Transport and Communications.

Our recommendation is essentially in line with JBVs suggestions, but the investment decision is postponed as a “waiting option”. There is considerable uncertainty about both future capacity demand and the maximum capacity of current terminals.
