In a report for the Concept Program, Oslo Economics has analyzed major public investments’ impact on competition. The report identifies sources and effects on competition of public investments. By making an investment the Government can affect both competition in the market where the investment will be used, but also in the markets where purchases are made from (supplier markets).

One should be aware of possible competition problems at an early stage in the planning of major investments. This implies that when making major public investments one should be aware of possible effects in several markets.
