Oslo Economics has analysed the market for Guarantees of Origin (GO) in the energy sector, on behalf of Energy Norway. GOs is a certificate that a consumer can choose to buy, that assures them that an amount of renewable energy is produced, equal to the amount of energy they consume. In order to certify the renewability of their product, energy retailers and manufacturers buy GOs on the whole sale market, either through brokers, portfolio managers or directly from the energy producer. The main conclusion of the study is that the whole sale market in GOs is well functioning, although there is a potential for improvements in the retail market, through improving the flow of information to consumers.
