Developing Bærum as a knowledge city

Oslo Economics has examined the opportunities and challenges in developing a knowledge city in Bærum.

There is no exact definition of a knowledge city, but distinguishing features are cooperation and exchange between participants within research and development, the business sector and the public sector. Bærum is already a knowledge city by many standards, but with lack of a college or a university.

In our analysis, we have evaluated four concepts for developing the knowledge city. These concepts focus on (i) the municipality as host, (ii) the municipality as cooperating partner, (iii) the municipality as researcher and (iv) the municipality as hub. Our recommendation is for the municipality not to wait for a college or university to establish, but rather to initiate a municipally owned research institute.
