On behalf of the The Federation of Norwegian Industries and Norwegian Association of Heavy Equipment Contractors, Oslo Economics has considered qualitative, economic impacts of removing municipalities’ ability to assign exclusive rights to the treatment of household waste. The change implies that the municipalities have to treat household waste in-house or buy the services through public procurement.
The analysis shows that there may be a number of positive effects resulting from the change. These positive effects must be compared with the possible negative effects. For instance, private operators might outcompete existing waste facilities.
