The purpose of Norwegian gambling policy is to ensure that gambling is offered in safe and responsible forms. In addition, the regulation will facilitate that gambling can be a source of income for social benefit purposes such as humanitarian work, sports, health, research and culture.
Today, the market is organized through an exclusive right model, which means that gambling are organized by Norsk Tipping and Norsk Rikstoto. However, this model is challenged by companies illegally offering online gambling from abroad. Foreign gambling companies have proposed that the exclusive rights model is replaced by a license model where they also are granted the right to offer gambling in Norway.
On behalf of ExtraStiftelsen and the Norwegian Sports Federation, Oslo Economics has investigated the consequences of transitioning to a license model for gambling in Norway. The analysis shows that there is a risk that there will be less funds for distribution for socially beneficial purposes, and that there is a risk that the extent of gambling addiction will increase.
