Oslo Economics has in close collaboration with Spekter, a Norwegian employer’s association, investigated the status for maintenance of buildings meant for cultural activities. The background for the assignment is a growing concern that the current practice of investment, and facility management does not provide a sustainable long-term management.
Our analysis reveals a long term lack of funds for maintenance. The reason seems to be weak management, that investment in new infrastructure is prioritized instead of maintenance of old, and unclear responsibility between bodies in the public sector.
