Competitive tendering and working conditions

On behalf of the Ministry of Labour and Social Affairs, Oslo Economics, Actecan and the Work Research Institute have analysed consequences of competitive tendering on wages, working hours in the industries health care, day care, institutional child welfare and public transport.

We also studied workforce, the use of permanent and temporary labor, job satisfaction, work pace and stress, as well as the extent to which competition has an impact for unions and union density.

It is difficult to say whether the working conditions in general are better or worse as a result of competitive tendering. There are major differences between the examined industries. The data collected suggests that wages are lower, but the differences are small.
