The Norwegian Post and Telecommunications Authority (NPT) has decided that the owners of the Norwegian mobile network must ensure that the mobile networks are better prepared for power failure. Users should have access to services even if power is lost. There should be backup power for at least four hours in risk-prone areas. In less risk-prone areas, including major cities, the minimum requirement is two hours.
On behalf of NPT, Oslo Economics has developed a model which calculates costs associated with various requirements. We have also performed a quality assurance of model input submitted by providers of mobile networks.
