Oslo Economics has in cooperation with Terramar analysed the proposed public investment in new road system in Moss and Rygge. The assignment is on behalf of The Ministry of Finance and The Ministry of Transport and Communications.
Our analysis shows that there is a basis for investing in a tunnel through Moss and improve conditions for public transport, pedestrians and cyclists.
A realization presupposes a positive decision on the restructuring of the railways and moving Moss Train Station, as part of the project cannot be built before the new railway is in place. There are also ongoing studies of other options under the direction of Moss Municipality. An economic analysis of these options are not yet implemented.
Our recommendation is to postpone investments to other solutions have been studied and railroad reorganization is adopted. Until the capacity is developed, it should be introduced road user payments and investments related to public transport, to accommodate increasing traffic challenges.
