On behalf of the Ministry of Local Government and Modernisation, Oslo Economics has conducted an economic analysis of registration of pipes in the ground. Potential benefits of the measure are estimated to between 370 million NOK annually. That corresponds to a net present value of between 3.1 and 9.4 billion NOK, given an analysis period for 40 years.
This figure does not include new effects for emergency authorities, the private sector and the population as a result of better information, less digging and reduction in damages caused by digging. The estimates are uncertain. It is probably not possible to take out the benefits entirely, but the measure will probably be economically profitable.
