On behalf of the Ministry of Justice and Public Security, Oslo Economics has evaluated the effectiveness of programs for voluntary assisted return of asylum seekers.
The assessment is primarily carried out quantitatively using available data on returns among asylum seekers whose applications have been refused. Qualitative analyses are included as a supplement to the quantitative approach. The qualitative analyses consist of interviews and workshops including personnel with specialised knowledge related to voluntary return programmes.
Our assessment was limited to evaluating the goal of increasing the number of voluntary returns. Our conclusion is that the voluntary return programmes have worked as intended.
