On behalf of the Agency for Public Management and eGovernment (Difi), Oslo Economics has conducted an economic analysis of coordination of government procurement. The analysis showed that establishing a center negotiation framework agreements on behalf of the state can be economically profitable.

Unlike Norway, Sweden, Denmark and Finland have public procurement units negotiating common framework agreements for different goods and services. Oslo Economics has also summarized experiences with coordination of procurement from other Nordic countries for the same client.
