Technology is developing rapidly, and the Ministry of Local Government and Regional Devolpment (KDD) wants to gain more knowledge about electronic voting in order to be able to assess the possibilities and risks associated with voting electronically properly. In this context, electronic voting means digital solutions where voters can vote for themselves. On behalf of KDD, Oslo Economics will in cooperation with Norsk Regnesentral carry out a study on electronic voting. The study will form a basis for weighing up the possibilities, risks, advantages and costs against each other.
The assignment comprises of a comprehensive study of multiple factors related to electronic voting. This includes a review of different technical solutions for electronic voting, in addition to assess aspects related to security, public trust and accessibility for various user groups. Furthermore, the study will assess necessary prerequisites and cost factors associated with the procurement, introduction and operation of electronic voting. The study will cover both electronic voting at polling stations using machines with or without an internet connection (controlled environments), and over the internet at locations other than polling stations (uncontrolled environments). Lastly, the study will provide a summary of international experiences from places where electronic voting already is in use in elections with democratically elected assemblies. The final report will be submitted in the early fall of 2022.
