That corresponds to a net present value of between 3.1 and 9.4 billion NOK,&nbsp;given&nbsp;an analysis period for 40 years.<\/p>\n<p>This figure does not include new effects for emergency authorities, the private sector and the population as a result of better information, less digging&nbsp;and reduction in damages caused by digging.
