The Norwegian National Rail Administration&nbsp;outlook is part of the basis for The&nbsp;National Transport Plan.<\/p>\n<p>The outlook shows that in the future,&nbsp;railways will be crucial to ensure an effective transport of passengers in the largest urban areas.
