Qualitative analyses are included as a supplement to the quantitative approach. The qualitative analyses consist of interviews and workshops including personnel with specialised knowledge related to voluntary return programmes.<\/p>\n<p>Our assessment was limited to evaluating the goal of increasing the number of voluntary returns.
