Analysis of changes in pay and working conditions in the maritime industry

Oslo Economics and Wikborg Rein Advokatfirma will examine the possibility of demanding Norwegian pay- and working conditions in Norwegian waters and on the Norwegian continental shelf. The study raises important legal issues and will offer an assessment on the economic impact for the maritime sector. The assignment is given by the Ministry of Trade, Industry and Fisheries.

The study will examine the possibilities and challenges associated with demanding Norwegian salaries and working conditions for seafarers on foreign vessels in Norwegian waters and on the Norwegian continental shelf. Changes in the regulatory framework may have significant consequences for the competitive environment, value creation and employment in the maritime industry. The investigation includes a much-needed analysis of Norway’s international legal obligations in the maritime sector.

The theme of the study is both interesting and professionally challenging. The economic analysis will be formulated in the interface between the labor market, industrial organization and possible impacts on trade policy. The issue also raises several fundamental legal issues that need a clarification. This includes the Convention on the Law of the Sea and the EEA Agreement as a framework for Norwegian legal enforcement. The final report is due 31 May 2019.
